Question my wife and I have been farming since we were married almost 10 years ago. We have three young children and we are currently scraping on a small income from the farm makes. We are faced with the reality that it is not practical for my wife to return to work outside the farm because the costs of child care would be wiped off the face of the earth any income she would make. I constantly hear about the economy improving, but we find a very different reality. What can we do?

And as the economy roaring back to health, it is important to remember that a rising tide has not raised all boats.

According to recent reports by the Committee to estimate the average farm income in 2017 will amount to €12,680 in the case of suckling farms and €17,000 on a sheep farm. With the average wage of workers employed in industry, sitting at €37,000, it is clear that for many, the survival of farmers without non-farm income is not possible.

Loans and debt

Like any business, farms, likely to carry debt and loans at a certain level. In bad years it is very important to manage these as they can end up costing a lot just in interest. The average interest rates on existing loans to between 4-4.5 PCs, while interest rates on new loans to sit on 5pcs in many cases. If You have significant loans, you should shop around for better rates and consolidation loans, if necessary.

Also, watch for new schemes like agri cash flow of the loan, which came on stream in early 2017 and an interest rate of 2.95 PC. This can help to reduce the cost of new financing, and even help with existing expensive loans.

Payment Plans

Despite the overall increase in direct payments in the sector, which contributed to the overall slightly positive result at the national level in 2016, the picture at the individual farm level vary considerably, depending on participation in farm schemes and redistribution of the primary payment, which is ongoing.

However, if your farm has no right to take some new measures, which would have led to an increase in direct payments – for example, a young farmer top up – You didn’t win in any case.

Every farmer should be given financial benefits, which take part in the new scheme may bring. Look at options such as the beef data Genomics scheme and the scheme of transfer of knowledge, which can give additional income.

Different rules apply to income from agriculture and other forms of self-employment, income from certain schemes, such as schemes of protection of the rural environment (reps), income from employment and income from property and capital. There is additional income not taken into account, if you have children.

Your funds from all sources are summed to get a total weekly means. You will be paid the difference between the total assessed weekly means and the maximum rate of farm help that can be done if you have no funds

When you apply on the farm to help, inspector social protection will call to you and ask to see various documents. for example, Creamery returns, cattle registration cards and details of a payment scheme of the EU. They also want information on the sale of grain, livestock, milk and other products.

Then the inspector will have to assess the costs incurred in connection with the management of the farm.

These expenses can include rent, insurance, materials such as feed and fertiliser and the depreciation of agricultural machinery.

The costs of labour are taken into account, with the exception of laws on labour of the farmer and his spouse, civil partner or cohabitant. You have the right to obtain a copy of the calculation of the income of the farm.

Cheap

In recent weeks there was much talk about a new accessible system of care for children and universal tools that are available in nurseries and the caregivers on August 21, 2017.

In an effort to make more affordable childcare, all children aged six months to three years will receive €20 per week to the cost of child care. There is no test in the funding and paid on a Pro rata basis for those who use less than five days to care for a child, etc.

What many people may not be aware of is a significant increase in the funding available to families where one parent receives any of a long list of contributions to social protection (which includes help on the farm).

By providing provider for the care of the child with proof of the payment you are entitled for €80 per week for the reduction of fees for child day care (for all children from six months to 15 years). If you are receiving any of the eligible payments and have a medical card for the parents or the child you are entitled to €145 per week, a reduction in children’s fees.

A list of eligible payments social security and registration of your rights, you should contact the local Committee on child care.

These new schemes will have a huge impact on the viability of returning to work for many low-income families.

Medical cards/ GP

Like the right to assistance on the farm, the validation rules are numerous, when it comes to the right to a medical card or GP visit card. If you have the right to hold a medical card/GP visit card this will give some ease to the financial costs of visits to GP etc. for adults and children older than six years.

There are many factors that will set one apart from the other farm, when it comes to the prospects of income, but it is in the interests of all to be aware which supports for all families who find themselves in a difficult financial position.

When you take into account inflation, the real value of farm incomes has declined significantly, and now stands at about 70pc from the 2000 level.
