“No one was prepared for” a significant increase in the volume of transactions and documents that will follow if the UK falls out of the EU customs expert has warned.

Stuart Napier, a customs worker who owns part of a freight forwarding company based in Dover, the port said the authorities have neither the capacity nor the skills necessary to increase customs controls and regulation, when Britain will leave the Customs Union and common market.

He said that it was not possible to prepare for the changes afoot, because “there is no clarity and knew what to expect about the new relationship with the EU.”

“At the moment the fastest customs clearance seven minutes with the paperwork, but the design of the facility in Dover is based on 5pcs truck in need of clearing”, – he said.

If the UK were outside the single market and the customs Union, which would increase to 90pc.

Mr Napier, who works at the port of Dover for more than 30 years, said that the single market is to dramatically transform for the better the ease with which trade was conducted.

“I worked on the ports with the pre-Maastricht, but most of my colleagues are younger and I can tell you, we have no set of skills you will need to use more than 20 times the staff trying to control the chaos, he said.

“We will see a shipment of fresh fruit, salad should remain in the refrigerator for delays of up to 17 or 18 hours, when they try to get through to or from Dublin.

“Last week I arranged for shipment from Dublin to go to Zagreb in Croatia. All I need to physically move the cargo; arrange for them to be picked up in Dublin, [and] go here in Dover. No control, no customs problems, so they put on the truck, and right here in Zagreb.

“If it was in Serbia, not in EU, we will have to arrange for this to be taken at the local level in Dublin with a new customs documents prepared in Dublin. Then shipped through Croatia, and then a new document should be ready to take it to Serbia.

“There are additional costs due to documentation and additional costs due to the time factor”.

“Nobody had prepared for him. We sit and meetings at work, and we sit around and shrug our shoulders because we don’t know what to prepare for.”
